Can a District Court Judge repeal Don't Ask Don't Tell?

Recently a Federal District Court Judge in California declared Don't Ask Don't Tell to be Unconstitutional and then prepared an order for a worldwide ban on the practice in the US Military. Does this judge even have the authority to make that demand of the military? It is my understanding that District Judge rulings only apply to the geographical area of their district, circuit courts to their circuit and only the Supreme Court covers the entire United States.
