What IS this movie? I cannot remember.?

When I was younger I watched this one movie where these reptile or iguana like people lived underground (like below a big city...I forget which one) and the one king kidnapped some girl who he wanted to make his queen. I remember one part more than anything... He stuck his super long tongue out at her in a ual way. And she got disgusted. Can anyone tell me what movie that is?
