How to remove some rust off a putter, does it reduce its performance?

I have a mizuno TP Mills Graphite putter, or something along those lines, and I noticed it had built up some spots of rust...I feel bad because I got it as a gift...looking to see if any golfers out there ever encountered this problem...thanks all
