Should nations targeted by terrorists observe int'l legalities when facing their enemy that flouts them?

No. The best you can hope for is to minimize the collateral damage to any innocents when trying to eradicate the terrorists. Of course, given the nature of terrorists and their supporters, it is often times impossible to distinguish between terrorists and innocents.
