How can the Democrats deny equipment to our troops, and why do they put amendments to bills they know will?

It's all political posturing. They know the American people don't support a repeal, so they need to ram it down our throats another way. This way, they can try to claim Republicans don't support the troops. The American people are too smart for that one, though, so it won't work.
