Is gadaffi worse for terrorising his own people or for supplying arms to the IRA to terrorise british people?

how come the british want to take out gadaffi for crimes in libya but forced one of his arms customers into government in n ireland.gadaffi supplied arms and explosives to mr mcguinnesses organisation to kill british soldiers and civilians.will the british government now go after mr mcguiness for crimes against humanity.i will not hold my breath .oh i forgot there is no oil in belfast.
